Laloran Justisa: Practical Lessons in Human Rights

Sometimes people think that human rights exist as some kind of complex legal papers that are too difficult to understand and don’t really apply to ordinary people. In fact, the truth is the opposite of this. Every human being born on this planet has the same fundamental rights and freedoms. 

Laloran Justisa: Practical Lessons in Human Rights is a manual to help communities understand their rights and responsibilities, and provide them with inspiration to participate actively in the democratic process in the country. It covers many areas including what happens when you are arrested, the challenges of corruption and nepotism, the right to a clean environment, freedom of speech, domestic violence, sexual violations, and citizen’s rights relating to elections. The book is designed to be used in trainings and discussions involving the partners of the PDHJ (the Ombudsman for Human Rights and Justice in Timor-Leste) and other human rights organizations. 

The manual accompanies Laloran Justisa (Waves of Justice), a 20-episode law and order TV drama series centered around Rosa, a young lawyer working to defend the human rights of her clients. The Tetun-language series presents high-stakes law and order drama, family tensions, football, music, and love stories in combination with important human rights and democracy themes. 

Laloran Justisa has been designed, created, and written through a partnership of Asia Justice and Rights (AJAR) and the Timor Leste Provedor for Human Rights and Justice (PDHJ). The European Union financed the series, and Dili Film Works as local partners received the completed scripts and produced the episodes.


Laloran Justisa (Waves of Justice) is a 20-episode TV drama series in Timor-Leste. The series was launched on 18th August 2017 in Dili Cineplex, and the first episode aired on national broadcaster RTTL on 29th August 2017.
