This policy paper, published by Asosiasaun Chega! Ba Ita (ACbit) and Asia Justice and Rights (AJAR), highlights the urgent need for recognition, reparations, and justice for women survivors of conflict-related sexual violence in Timor-Leste. Developed in collaboration with Pirilampu Klibur Sobrevivente Feto 1974\u20131999 (Fireflies Forum of Women Survivors), this advocacy paper examines the implementation of UN Security Council Resolution (UNSCR) 1325 and Timor-Leste\u2019s National Action Plan (NAP) on Women, Peace, and Security. It amplifies the voices of survivors, outlining their demands for secure housing, education support, healthcare access, economic empowerment, and formal state recognition. The paper calls on the government to prioritize survivor-led reparations programs and integrate their needs into national policies, ensuring their dignity, well-being, and participation in decision-making. A critical resource for policymakers, human rights advocates, and civil society, this paper sheds light on the ongoing struggle for justice and healing in post-conflict Timor-Leste.
